This original study pursues the objective of evaluating the dynamics of the indices and the structure of primary disability due to mental and behavioral disorders among young people of Ulyanovsk Region. We have studied the pertinent data for the years 2014-2018. The results of this study attest to the fact that there was a statistically significant downward trend during the above-said period of time in respect of such indicator as the number of individuals who had been assigned a disability status for the first time in their lives. The number of above-said individuals decreased by 47.6%, and the level of disability has also significantly decreased in the year 2018, equaling 1.22 cases per 10 thousand population. We have found no significant alterations in the structure as we studied it in respect of the disability groups. In terms of gender, the structure of disability was characterized by the predominance of males – on average there were 2.1 times more male individuals with disability than female ones.
