Abstract

The article describes the design of original full-sized noncontrol observational descriptive study – personal examination of persons, living in residential facilities for mentally disabled people, executed under the instruction of the Government by specialists of V. Serbsky National Medical Research Centre for Psychiatry and Narcology in May – August 2019.The procedure of examination of 152 408 receivers of institutional care and results of their capacity assessment are described. For 2559 legally incapacitated persons the procedure of rehabilitation of full or diminished legal capacity was recommended. For 16 132 persons with mental disorders excluding their capacity to understand the nature of civil acts, the procedure for recognizing their legal incapacity was recommended. Directions for future researches are presented.
